This particular collection is taken from the middle and latter portions of the game when population density leads to; increased civil disturbance, the appearance of the middle and upper classes, and the availability of more advanced buildings. Use them to bring increased efficiency to your administration – if you have the funds to construct them and if you don't, you can always take out a loan.
