Allows buildings to be built on rougher ground than default. Note that this isn't a huge change,
you won't be able to build anywhere you like, but it makes for a lot less red spots on certain maps.
Installation: Unzip the contents of the package to your supreme commandermods folder,
and activate the mod in the extras menu.
