If you have the Slitherine version and have problems installing the Slitherine patch you can download this zip file. To apply the patch download the zip and unzip it, maintaining the file structure. Then copy the files over your installer Commander - Europe at War directory. If you have any problems please post them in the tech support forum. This zip is not compatible with the Matrix version.
