PROS:	When you kill an enemy in V.A.T.S. mode, all your Action Points are restored.
	So the Final Blow in V.A.T.S. mode.
NOTE:	#1 Pick for Final Level.

Requirements:	Melee Weapons = 80+	Sneak = 80+
PROS:	+15% Critical Hit on Melee & UnArmed attacks,
	+25% More Damage on Sneak Attacks (any Weapon).
NOTE:	IF You want a Real Time Hand-to-Hand combat.

	SOLAR POWERED

Requirements:	Endurance = 7+
PROS:	Exposure to DIRECT Sunlight; Adds +2 STR & +1 HP/10sec. (+6 HP per minute)
NOTE:	Make sure To keep Trackof the MAX cap in the stats & % advantage as NOT to Over shoot.
	Strength = 8 MAX in the Begining. IF you Plan to choose this as your 20th Level Perk.

PROS:	Able To Hack Computers that you were Previously Locked out.
CONS:	There are LOTS of Tricks that can Allow you to HACK easily
NOTE:	NOT needed. just Gives Information.

	CONCENTRATED FIRE
	-----------------
Requirements:	Energy Weapons = 60+	Small Guns = 60+
PROS:	Increse Hit rate on CONSECUTIVE V.A.T.S. mode Attack. {+0% ~ +5% ~ +10%}

CONS:	95% chance CAP in V.A.T.S. mode; with 60% Hit Rate Already You don't need this Perk. 
NOTE:	Only If you have Plenty of Long Range attacks, even then you could have multiple tries.

	INFILTRATOR

Requirements:	Lockpick = 70+	Perception = 7+
PROS:	OPEN ALL Locks even Broken ones.
CONS:	use SAVE games and a 70% Chance of success you don't need this Perk.
NOTE:	No need.

	PARALYZING PALM
	---------------
Requirements:	Unarmed = 70+
PROS:	Paralyzing enemy for 30 seconds in Unarmed Weapons.
	Gives Time to Retreat also.
CONS:	
NOTE:	@ Level 18 Choice Probably

	CHEM RESISTANT

Requirements:	Medicine = 60+
PROS:	-50% chance of getting Addiction Penalties.
CONS:	Check the Weapon/Equipment Guide by Absolute Steve. IF you think your Character can handle the TEMPorary withdrawals.

PROS:	x2 Longer effects of Temp BOOST drugs.
CONS:	Addiction Penalties may be the same? SAVE Before Testing this PERK out.
NOTE:	OPTIONAL with CHEM RESISTANT perk 16?

	CONTRACT KILLER
	---------------
PROS:	Get a FEW (15) caps for every GOOD NPC and KARMA.
CONS:	You'll be rich at this time.
NOTE:	just gives a diffrent experience of the game.

	CYBORG
	------
Requirements:	Medicine = 60+, Science = 60+
PROS:	+10 to Damage Resistance, Poison Resistance, Radiation Resistance, and the Energy Weapons skill.
NOTE:	LEVEL 14 Perk MUST!

	LAWBRINGER
	----------
PROS:	Get a FEW (15) caps for every EVIL NPC and KARMA.
CONS:	You'll be rich at this time.
NOTE:	just gives a different experience of the game.

	LIGHT STEP
	----------
Requirements:	Agility = 6+	Perception = 6+
PROS:	Never set off floor-based traps.
CONS:	you won't need this at Level 14.
NOTE:	Just removes the annoyance factor. like {EXPLORER} in Perk 20.

	MASTER TRADER
	-------------
Requirements:	Charisma = 6+	Barter = 60+
PROS:	25% more Discount.
CONS:	with a 60% Barter you are already getting a FAIR Price.
	You'll also be Rich at this Point in time.

	CANNIBAL
	--------
PROS:	+25 Health and -1 Karma every time you feast on the flesh of the deceased.
	Good in Caves and EVIL Karma.		
CONS:	Seen by other people you'll be attacked.
NOTE:	If you really need it; you'd know by now.

	FAST METABOLISM
	---------------
PROS:	+20% when using a Stimpak.
CONS:	just a few addition to the Health.
NOTE:	not necessary.

	LIFE GIVER
	----------
Requirements:	Endurance = 6+
PROS:	+30 Hit Points.
	Better than {INTENSE TRAINING} on Endurance.
CONS:	It's only +10% on your overall Hit points.
NOTE:	LEVEL 19 option.

{INTENSE TRAINING} Endurance +1
+20 Hit Points & +5% Poison Resistance & +2% Radiation Resistance & Big Guns & Unarmed

	PYROMANIAC
	----------
Requirements:	Explosives = 60+
PROS:	+50% Damage on fire-based weapons.
	Flamer, Nuka-Grenade, Shiskebab, 'Firelance' Alien Blaster and Zhu-Rong v418
Chinese Pistol.
CONS:	BEST on Big Guns & Melee Weapons.
NOTE:	50/50 Optional; LEVEL 19 option.

	ROBOTICS EXPERT
	---------------
Requirements:	Science 50+
PROS:	+25% damage to any robot you attack.
	[Sneaking] = DE-/Activate.
CONS:	If you are able to crouch from BEHIND the Robot and know where is facing?
	Can you then successfully manipulate the Robot [HIDDEN].
NOTE:	LEVEL 19 option.

	SILENT RUNNING
	--------------
Requirements:	Agility = 6+	Sneak = 50+
PROS:	+10% bonus to {Sneak} & You can run from behind.
CONS:	Better Grab as much of 25 of "Chinese Army: Special Ops Training Manual"
NOTE:	Level 12-13 PERK Choice. Remember the VAULT TEC Bobble head.

	SNIPER

Requirements:	Agility = 6+	Perception = 6+
PROS:	+25% hit on headshots in V.A.T.S. mode.
NOTE:	Level 12-13 PERK Choice. Remember the VAULT TEC Bobble heads.

PROS:	FOR: Dogs, Brahmin, Mole Rats and Yao Guai.

	Rank 2: Animals attack your non-animal enemies.
CONS:	You won't be able to have the charisma to get this Perk.
NOTE:	Not worth the Charisma Requirement AND the (2) ranks needed.
	{EASY} Difficulty.

	FINESSE

Rank = 1
Requirements:	Luck = 6+
PROS:	+5% critical hit (6% + 5% = 11% Critical Hit) 
NOTE:	Level 10 PERK Choice.

	HERE AND NOW
	------------
Rank = 1
PROS:	Levels you up to the NEXT Level. Best used in Level 19 to skip it to 20. (Last Level)
CONS:	You Don't need it unless you want to waste (2) Level ups just to use the 20th Level Perk. 
NOTE:	Complete WASTE of Perk. {MISTER SANDMAN} would be a better choice than this.

	MISTER SANDMAN

Rank = 1
Requirements:	Sneak = 60+
PROS:	Kills anyone Sleeping; INFINITE EXPerience Trick.
	Gives Unlimited XP to Raise by Going to Andale at Smith's House Bedroom. upstairs and Kill the kid.
CONS:	For Cheaters only.
NOTE:	Complete WASTE of Perk;  Best used in {EASY} Difficulty.

	MYSTERIOUS STRANGER
	-------------------
Rank = 1
Requirements:	Luck = 6+
PROS:	10% chance of Him Appearing; During V.A.T.S. and enemy has 150 points of health. (Nice to see it Just once) Equipped with .44 Magnum
CONS:	USELESS; Animation Perk and only shows up 10% only? at Luck 6 and Level 10 you most probably don't need it.
NOTE:	Complete WASTE of Perk; Best used in {EASY} Difficulty

	NERD RAGE!

Rank = 1
Requirements:	Intelligence = 5+	Science = 50+
PROS:	HP under 20% => Str = 10 & DR +50%, Good only for fleeing.
CONS:	You can easily reach Str=10, You'll be Avoiding the HP situation.
NOTE:	IF you want to Handicap yourself.

	NIGHT PERSON
	------------
Rank = 1
PROS:	+2 Intelligence and +2 Perception at Night Time only.
	Perception benefits might be useful.
CONS:	(18.00 - 06.00) 6PM to 6AM game time (Pip-Boy's Clock time).
	Most NPC are a sleep at this time.
	You need the Intelligence high to get the skill points & Medical use EARLY in the game.
NOTE:	This means WITH the VAULT TEC Bobble head;
	You have to keep your INT & PER @ 7 cap. in the Beginning.

	IMPARTIAL MEDIATION

Requirements:	Charisma = 5+
PROS:	+30% Speech skill.
CONS:	Only when in NEUTRAL Karma.
NOTE:	use in {EASY} Difficulty.

	RAD RESISTANCE

Rank = 1
Requirements:	Endurance = 5+
PROS:	+25 bonus Radiation Resistance.
CONS:	NOT a lot of Quest that Makes you encounter Radiation
NOTE:	Sounds Good but has Little use.

	SCROUNGER
	---------
Rank = 1
Requirements:	Luck = 5+
PROS:	More ammunition from safes, desks, cabinets, etc...
	For one who rarely uses V.A.T.S. and Sprays ammo.
	Ammo has NO weight.
CONS:	A Lot of ammos in the Battle Field.
NOTE:	there a MORE Better Perks.

	SIZE MATTERS

Rank = 3
Requirements:	Endurance = 5+
PROS:	+15 Big Guns skill on EVERY Rank.
	Rank 1: Big Guns +15 skill.
	Rank 2: Big Guns +30 skill.
	Rank 3: Big Guns +45 skill.
CONS:	Heavy Guns are Difficult to ARM and Maintain.
	with {EDUCATED} & {COMPREHENSION} you don't need this Perk.
NOTE:	You can get infinite Big Guns Skill Books by re-spawning the raider with a flamethrower in Bethesda Ruins East. Just wait three days and a few hours and re-enter the building.

	STRONG BACK
	-----------
Rank = 1
Requirements:	Strength = 5, Endurance = 5.
PROS:	+50 Carrying weight.
NOTE:	Level 9 PERK Choice.

PROS:	+20% damage on Grenades, Mines and Missiles EVERY rank.
	Rank 1: +20% damage gain.
	Rank 2: +40% damage gain.
	Rank 3: +60% damage gain.
CONS:	Do you really need extra Damage on a HIGH Damage weapons?
NOTE:	For VERY HARD game difficulty.

	FORTUNE FINDER

Requirements:	Luck = 5+
PROS:	Find more Nuka-Cola bottle "caps" = $Money$
CONS:	There are A LOT of Cap$ ingame.
NOTE:	Complete WASTE of Perk.  Best used in {EASY} Difficulty

	GUNSLINGER

Rank = 1
PROS:	+25% to hit in V.A.T.S. with any one-handed ranged weapon.
NOTE:	.32 Pistol, Scoped .44 Magnum, (Silenced) 10mm Pistol, 10mm Submachine Gun, Chinese Pistol, Sawed-Off Shotgun, Dart Gun, Laser Pistol, Plasma Pistol, Alien Blaster, Mesmetron.
	Level 7 PERK Choice.

	LEAD BELLY

Rank = 1
Requirements:	Endurance = 5+
PROS:	-50% less radiation on taking Food & Drink for HEALTH.
CONS:	there are a LOT less radiation exposure in this game.
	and There are of PLENTY of (RadAway) items.
NOTE:	Sounds good but Complete WASTE of Perk.

	TOUGHNESS

Requirements:	Endurance = 5+
PROS:	+10 Damage Resistance, to the normal maximum of 85.
NOTE:	Level 6 PERK Choice.

NOTE:	Do NOT Read ANY Skill Books till You reach this Level's PERK. So Start Collecting them. ~ est.+25% on each Skill Level.
	Level 5 PERK Choice.
	You Don't NEED To worry about Skill % any more with this Perk.

	EDUCATED

Rank = 1
Requirements:	Intelligence = 4+
PROS:	+3 skill points at each level gained.
NOTE:	@ Level 5-20 = 16 Levels x3 = 48 Skill Points.
	Level 4 PERK Choice.
	You Don't NEED To worry about Skill % any more with this Perk.
	It's Like a +3 in Intelligence; As If Starting @ = 7

	ENTOMOLOGIST
	------------
Rank = 1
Requirements:	Intelligence = 4+	Science = 40+
PROS:	+50% damage on Insects.
	Greyditch quest and Giant Radscorpions in the End of the Game.
NOTE:	There are Probably better alternatives.
	Get this sometime in the Final teens Level.

	IRON FIST

Rank = 3
Requirements:	Strength = 4+
PROS:	+5 damage when using unarmed attacks EVERY rank.
	Rank 1:  +5 Unarmed damage.
	Rank 2: +10 Unarmed damage.
	Rank 3: +15 Unarmed damage.
CONS:	Requires too Much Perk points.
	with {EDUCATED} & {COMPREHENSION} you don't need this Perk.
NOTE:	This is Just a Few addition to the Final {PARALYZING PALM} Perk.


	SCOUNDREL

Rank = 3
Requirements:	Charisma = 4+
PROS:	+5 to both Speech and Barter skills EVERY rank.
	Rank 1:  +5 Speech & Barter skill.
	Rank 2: +10 Speech & Barter skill.
	Rank 3: +15 Speech & Barter skill.
CONS:	with {EDUCATED} & {COMPREHENSION} you don't need this Perk.
NOTE:	Use in {EASY} Game Play.

         Rank 2: +10 Medicine & Science skill.
         Rank 3: +15 Medicine & Science skill.
CONS:	with {EDUCATED} & {COMPREHENSION} you don't need this Perk.
NOTE:	ALL SKILL BOOSTS +#% are unimportant.

	GUN NUT

Rank = 3
Requirements:	Agility = 4+	Intelligence = 4+
PROS:	+5 to both Repair and Small Guns  skills EVERY rank.
	Rank 1:  +5 Repair & Small Guns skill.
	Rank 2: +10 Repair & Small Guns skill.
	Rank 3: +15 Repair & Small Guns skill.
CONS:	{GUNSLINGER} is a Better selection cause it increases Accuracy; rather than skill.
NOTE:	with {EDUCATED} & {COMPREHENSION} you don't need this Perk.

	INTENSE TRAINING
	----------------
Rank = 10	Check the ~ S.P.E.C.I.A.L. ~ .txt I made. 
	increases their S.P.E.C.I.A.L. stats by +1; Once per stat.
Remember: ALL SKILL related bonus are not that useful. ONLY IF you want to increase it up quickly.

PROS:		STRENGTH +1
	+10 Inventory & +0.5 Melee Damage & +2 Melee Weapons.
CONS:	IF your after the Melee Damage it's not that much.
	@ Level 9	{STRONG BACK}	+50 Inventory.

		PERCEPTION +1
PROS:	+2 Energy Weapons & Lockpick & Explosives.
	Only be concerned on this Stats; IF your playing on VERY HARD Difficulty.
CONS:	Small guns are Frequently used and easier to maintain.
	Lock Pick you have infinite retries.
	@ Level 6	{DEMOLITION EXPERT}	+20% damage on Grenades, Mines and Missiles

		ENDURANCE +1
PROS:	+20 Hit Points & +5 Poison Resistance & +2 Radiation Resistance & Big Guns & Unarmed
CONS:	BIG GUNS have infinite number in the game. & Rad Resistance is little in the game.
	@ Level 12	{LIFE GIVER}	+30 Hit Points.
	@ Level 14	{CYBORG}	+10 to Damage Resistance.
	@ Level 10	{NERD RAGE!}	DR +50% @ 20%HP.
	@ Level 4	{IRON FIST}	+5 unarmed damage
NOTE:	This being a 3rd (C) Priority Stat you might Have to choose this.

		CHARISMA +1
PROS:	+2 Barter & Speech
	Only when your Playing in EASY difficulty that you would Increase this to MAX of 9
CONS:	Set this to 1 and TAG this at the beginning of the game.
	SKILL points are plenty in this game.

		INTELLIGENCE +1
PROS:	+2 Medicine & Repair & Science; OVERALL +19 from every Level 1 to 20
CONS:	{EDUCATED}	+3 Skill/LVL.
	{COMPREHENSION}	+2 on Skill Books = +~50%

		AGILITY +1
PROS:	+2 A.P. & +2 Small Guns & Sneak.
	One of the very few ways to increase your V.A.T.S.
NOTES:	This is one of the Stats you have to Select 1st then the Endurance.

		LUCK +1
PROS:	+1% Critical HitS & +% on ALL Skills.
CONS:	You would have MAXed this stat in the very beginning before you even considered this.

	LADY KILLER/BLACK WIDOW
	-----------------------
Rank = 1
PROS:	+10% damage to the opposite sex in combat.
	Added SPEECH Options.
CONS:	Mostly there are MALE NPCs; so Choose Female Sex when your BORN
NOTE:	LADY KILLER = Useless Perk.

	LITTLE LEAGUER

	Rank 2: +10 Explosives & Melee skill.

CONS:	with {EDUCATED} & {COMPREHENSION} you don't need this Perk.

	SWIFT LEARNER

Requirements:	Intelligence 4+
PROS:	+10% experience points EVERY Rank & Level.
