Los Angeles, CA - November 18, 2003 - Encore, a majority-owned subsidiary of Navarre Corporation (NASDAQ: NAVR), today announced that Fugitive Hunter™: War on Terror for the PlayStation®2 computer entertainment system has shipped to North American retailers. Developed by Black Ops Entertainment, LLC, the game blends first-person shooter (FPS) and fighter genres in a hunt for terrorists and other criminals; in one of the key missions, players track and capture Osama bin Laden - America's most wanted terrorist. Fugitive Hunter is anticipated on store shelves in major retail outlets later this week, and will retail for approximately $30.

Game Takes Aim at Osama bin Laden
In Fugitive Hunter: War on Terror, players assume the role of Jake Seaver, a former Navy Seal and current Fugitive Recovery Agent. The story begins during a covert mission on the Afghanistan-Pakistan border in 1999. Seaver's helicopter is shot down and his team is lost in the crash. Barely escaping with his life, Seaver returns to Miami to Criminal Interdiction and Fugitive Recovery (CIFR) headquarters. He must now focus on his next mission, although he never forgets the failed mission and the deaths of his teammates.
Seaver throws himself back into his work, taking on new assignments, gathering information, and tracking down fugitives around the globe. Traveling from Miami and Utah to Paris and the Caribbean, Seaver finds a common thread between his various missions and the fugitives he hunts, ultimately coming full circle to where it all started - Afghanistan.
